Japanese Prime Minister to announce generative AI regulatory rules
Japanese Prime Minister Fumio Kishida will give a speech in Kyoto on October 9th, announcing rules for regulating developers of generative artificial intelligence (AI), aiming to combat false information by helping the public distinguish between AI generated images and information, as well as non AI generated images and information.

Mr. Kishida will emphasize the importance of balanced regulation and warn that the ability of generative AI to generate complex images and information may confuse the public and threaten the economy.
Recently, Fumio Kishida stated on generative AI that "Japan is leading the process of formulating international rules." He emphasized that while promoting technological innovation, he will seriously face the negative impacts and ethical issues it brings to society.
In June of this year, the Japanese government held an "AI Strategy Conference" to confirm the merger of individual guidelines formulated by the Ministry of General Affairs and the Ministry of Economy and Industry to date. Regarding AI, the Japanese Ministry of General Affairs formulated two guidelines for developers and ordinary users from 2017 to 2019, and the Ministry of Economy, Industry and Commerce formulated guidelines for enterprises in 2021, but there was no expression on generative AI. The merged guidelines will first mention the use of generative AI methods and key points to note.
