France vigorously promotes open source artificial intelligence to counter US technology giants

France is betting on open-source artificial intelligence, hoping to establish itself as a global leader in the artificial intelligence industry.

The measures being taken by France are of great significance as they are intertwined with two of the largest trends in the global field of artificial intelligence: Europe plays the role of the main regulator of artificial intelligence; The cognitive divide between open source developers and closed platforms, such as the Open Artificial Intelligence Research Center, whose name now appears ironic, is widening. (OpenAI) - Believers in the development of open source artificial intelligence believe that this is one way to democratize the strongest new technology that has emerged since the birth of the Internet. They believe that artificial intelligence tools should be completely transparent and open to the public, although the definition of 'public' can sometimes be narrow. And companies such as Google and OpenAI believe that artificial intelligence tools should be closely regulated precisely because of their power, until they can fully prevent their abuse.

In the eyes of the French, standing in the same camp as the former is "two birds with one stone" or even "three birds with one stone". By supporting open-source artificial intelligence systems, they can confront American technology giants, boost their domestic technology departments, and may even open up a new regulatory channel as the EU's Artificial Intelligence Act is about to be passed. This is a bold experiment that may be somewhat farfetched, but if successful, it could usher in a new era of technological development with a much higher degree of multipolarity than the current one. Currently, technological development is dominated by a few American giants.

We fully agree with France's vision and believe that open source artificial intelligence is a major opportunity... If Europe really wants to catch up with the United States and China in the field of artificial intelligence, we will never have an opportunity without utilizing models and datasets from the open source community, "European Parliament policy advisor Kai Zener told Politico

In June of this year, French President Macron announced that France would invest 40 million euros in its own generative artificial intelligence projects and 500 million euros in broader artificial intelligence projects. Markron said that the goal of these projects is to create a "leader" in market and research in France. Coordination at the entire EU level often encounters obstacles. At a time when the French government led efforts are facing these obstacles, Paris start-up company Mistral Artificial Intelligence raised 105 million euros this summer in an attempt to build a chat generation pre training converter (ChatGPT) open source competitor.

Coincidentally, the American Metaverse Platform Company announced in February this year that it believes that open source artificial intelligence represents the future. This caused a sensation at the time. The winning platform will be an open source platform, "French chief artificial intelligence scientist Jan Lekan told The New York Times
